The current content of the local ows-file-cache is a relevant factor. Starting an application took over 25 Minutes (!). I started it from the command line as suggested. The result is that it worked every time I tried.

Yes, it is the same application. But it also applies to other applications that have the same base. For other users, the download time is much longer than 2 minutes.
