can not create desktop entry for app

Hi.
Usinge the latest OpenWebStart update at a customer, i get an error that the shortcut is not created, to our JNLP, "Can not create desktop entry for app" is the error. same error on all of that customers computers.
There is no difference, if i force it to run as an administrator, or if I reinstall OpenWebStart where i click "Install for all"
It works for other customers, and on my computer, can you give me a hint where to look ?
I have attached details from the error.
