How to Suppress Security Approval's digital signature.

Need help suppress this message. I am deploying an application out to many users and need to suppress this for each user. I have tried putting in settings in response.varfile with no luck. I have read that deployment.properties can be used to do this. I am not able to find this when using Open Java. I have included an image of the pop up i am trying to suppress.

Do you get this dialog even after you run the application once after choosing "Always trust content from the pubisher"?
